Tempest Staff grants 1 Bloom stack (max 15; Bloom = +1% Attack each) and deals 166%; Holy Swarm deals 245% and grants Bloom equal to enemies hit; his passive Fairy King grants Bloom on crits and on hitting a Burst-active enemy. At max Bloom it converts to Full Bloom, and Shining Blaze, his Ultimate, deals 433% increased by 2% per Bloom stack (more with Full Bloom). That is a self-scaling Holy carry that needs ramp time.
But his Combined-Attack bonus is the other half of his identity: using a Combined Attack with his Ultimate as base grants all allied heroes +30% Magic Charging Efficiency for 40 sec (and converts his Bloom into Full Bloom). That is a powerful team battery.
